Congestion Charge & ULEZ: what travellers actually pay
Two of London’s charges catch visitors out on their bill: the Congestion Charge and the ULEZ. Here is when they apply, what you might pay, and why a fixed-price transfer means you never think about either.

What the two charges are
The Congestion Charge is a daily fee for driving in central London within the charging zone during charging hours — a flat daily amount, whatever the number of trips. The ULEZ (Ultra Low Emission Zone) is a separate daily charge that applies to older, higher-emission vehicles across a much larger area of London, and operates almost around the clock.
For a visitor in a hired car or an older private vehicle, the two can stack up quickly and are easy to forget until a penalty arrives weeks later. Newer, cleaner and electric vehicles are ULEZ-exempt; the Congestion Charge still applies to almost everyone in the central zone.
Why a chauffeur fare already includes them
When your journey crosses the zones, both charges are already inside the fixed fare we quote — there is nothing to pay at the kerb and nothing to reclaim later. That is not true of every quote you’ll see, and it’s a common source of “extras” on a metered ride.
Our electric and hybrid vehicles are ULEZ-exempt by nature, and for any journey the price you agree at booking is the complete price. If your route stays outside the zones, there’s simply nothing to add.
Does my chauffeur fare include the Congestion Charge?
Yes — where your journey crosses the central zone in charging hours, the Congestion Charge is already inside the fixed fare. Nothing is added at the kerb.
Is the ULEZ charge included too?
Yes, where it applies — and our electric and hybrid vehicles are ULEZ-exempt by nature. Either way, it’s in the price you agree, not an extra.
Do I pay the Congestion Charge if I only pass through briefly?
The charge is daily, not per trip — one payment covers the day within the zone during charging hours. In a chauffeur car it’s our concern, already priced in.
What happens if I drive myself or hire a car?
You’re responsible for both charges where they apply, and penalties for missing them arrive later. A fixed-price transfer removes the risk entirely.
Is ULEZ only in central London?
No — ULEZ covers a much larger area than the Congestion Charge and operates almost around the clock. Newer and electric vehicles are exempt.
How do I know the final price includes everything?
The fare you see at booking is complete — tolls, Congestion Charge and ULEZ where the route applies, and the airport fee on airport runs. No meter, no surprises.
